About Weatherization
Serving: Leslie, Knott, Letcher and Perry Counties
The LKLP Weatherization program receives funding from the Kentucky Cabinet for Families and Children and the United States Department of Energy. The primary function of the LKLP Weatherization program is to provide basic energy saving methods to reduce home energy costs for low-income families (must be at or below 200% of the federal poverty limits).

The LKLP Weatherization program also operates a Demand-Side Management (DSM) program. The goal of the DSM program is to provide heating system replacements to eligible American Electric Power consumers who are low-income. Current heating systems are replaced with energy-efficient heat pumps. This program is operated and funded in conjunction with American Electric Power.
Weatherization Program Highlights
This has been a new era for the Housing/Weatherization Program.
The Weatherization Assistance Program is the nation’s largest energy efficiency program. This fiscal year we received funds from the Department of Energy in regular DOE and ARRA (stimulus) funds. With additional money we were able to create jobs and increase the number of homes we could serve. The weatherization program provides necessary home repairs to prevent heat loss, and repair or replace heating system when necessary. Our trained inspectors and crews are dedicated to the health and safety of our clients. This fiscal year we made it possible for 29 DOE Regular and 224 ARRA households with approximately 650 family members to be warm in the winter, cool in the summer and safe throughout the year.
We received the Housing Preservation Grant from Rural Development and Affordable Housing Trust Fund to improve six homes.
Our Revolving Loan Committee approved eight revolving loans for minor household repairs. These loans were used for heating systems and various home improvements.
We purchased two mobile homes for families in Leslie and Perry Counties through the Affordable Housing Trust Fund with Kentucky Housing Corporation. We had one demolition rebuild in Perry County using HOME funds from Kentucky Housing Corporation.
Several “Predatory Lending” and “Budget and Credit” workshops were held throughout the four county service areas. These six-hour workshops provide participants with useful information regarding the purchasing of a home; such as financing, budgeting, credit reports, and home care. We are working with several families that are in foreclosure or going to be in foreclosure.
The staff has attended several trainings, which has improved their knowledge of being successful in helping families move from substandard housing into more suitable homes. Putting families into suitable housing also helps build their self-esteem.
As always, the Housing Department continues to make every effort in improving access to safe and affordable housing.
Weatherization Success Spotlight
A 35-year-old disabled woman whom lives alone contacted the CSBG office in Leslie County inquiring about home repairs and weatherization on her home. Tonya Hacker, Case Manager, completed a Weatherization application on the client. Once the application was received and approved, Josh Shuffler, Weatherization Evaluator performed a home inspection.
Mr. Shuffler discovered an extremely large volume of air leakage which resulted from various sources, including the location of an old entry door. The bedroom ceiling consisted of 1X6 inch boards which had up to ¾ inch gaps between the slats in some places; the client covered the entire bedroom ceiling in cardboard to help keep the air out. The remaining ceiling consisted of open seamed particle board. There were also large cracks around the windows and completely deteriorated doors. The flue of her heating stove was practically nonexistent and in dire need of replacement. It was not only in disrepair, but was not constructed of proper materials. Insulation was needed in both the roof as well as the floor, which also needed ground cover. Repairs were greatly needed for safety as well as energy conservation means.
The Weatherization crew preformed the repairs on the home. They caulked and repaired all the windows, as well as replaced both doors. They also sealed problematic air leakage areas. They installed sheetrock over the ceiling in the bedroom, and seamed the rest of the ceiling with ferring strips and caulk. A hot water heater jacket and pipe wrap was installed to cut the cost of heating the water supply. A complete flue system was installed for the heating stove. Smoke and CO detectors were installed for safety.
Our client gratefully thanked our crew for the work they preformed on her home. She is especially thankful for both the flue system and the sheetrock in her bedroom to keep the drafts out.
